Seems it came down to a badly loaded Aircraft.
      Fuel imbalance etc.

Yes for me also, no problem with the rudder.

            The water rudder does nothing.
Gear down on (deep) water and it'll lift the rudders out of the water somehow.

I confess I've not ever flown an amphib or float IRL so buggered if I know.

The water rudders dont do anything. The actual aircraft rudder has more authority. In all weight regimes.
Ive flown Caravans for 20+ years but admit I only right seated the Canoed birds in FL. But this isnt modeled well.

Also, Nose gear tiller binding operates even with the rudder ruds up. So it just doesn't appear to have ANY simulation here.

@JakeBunny The water rudders have a huge and noticeable effect for me, as others have stated elsewhere, probably too much, actually. What is the steering tiller? Is this any different from the rudder input on the variants with conventional gear? How is the steering "operating" when the aircraft is in the water? Just looking for clarifications.

I finally flew the amphibian variant yesterday, and deploying the water rudders made a clear difference in steering for me. @Jiblet I think gears down/lift out of water effect is a sim bug (at least it used to be). At any rate, with gear retracted I have no issues on the water.

For those still having problems, maybe try a reinstall of the plane if you haven't already?

I may have found the problem here.

There was an undocumented change in MSFS 2024, which prevents the water rudders from extended or retracting when the extension time was set to 0. Of course, I did this because MSFS 2024 interprets any water rudder movement as requiring the hydraulic gear pump, causing the gear pump light on the instrument panel to flash. It seems that a time of 1/100th of a second is short enough that the light doesn't illuminate. If this was the cause of the confusion here, then I think you will be much happier with the water handling now!
