Fuel Flow Guage

According to the below video (at 11:45), the fuel flow guage should read exactly 0 when it is powered and only be reading OFF when there is no electrical power but, for me, the needle is still in the OFF range with the battery on and it only indicates flow when the condition lever is moved out of CUTOFF during start.
It's a small thing but I noticed it and thought I'd report in.

If I read the procedures correctly that is correct behaviour. The fuel flow should read zero when the battery is on and should further read zero when you put the fuel pump on (you should check on that in the pre-start procedures). Fuel flow should only start when you introduce the fuel by pulling the condition lever out of CUTOFF (as you suggested).
But I must also admit I didn't watch the video...

@heistema Maybe I should clarify...
The realworld Caravan in the video has the FF needle in the OFF zone (below 0) when the battery is OFF. When he powers it ON, the FF needle moves to read 0. He says this is how they check for a faulty gauge (if it doesn't move when powered).
In the Black Square Caravan Professional, the FF needle stays in the OFF zone until fuel is introduced during engine start, which seems incorrect.
