Fuel Loading Procedure

What is the correct fuel loading procedure to match the arms/moments in the below table? Should the forward tanks be completely filled first, then the aft tanks or should it be split evenly (taking into account the gravity feed line from aft to forward tanks).

Additionally if possible what is the BEW arm? I figure its somewhere in the range of 314".

I've wondered this myself, but seeing as though the aft tanks pump forward into the main tanks, I've always just filled the mains first
