Aircraft is on the apron, electric power is on, it's daytime and I'm using real weather. The clouds are overcast, light rain, so the overall light outside was quite dark.

Inside the cockpit, on the panels, you can barely read any instrument, it's simply too dark. I'm trying to increase the instrument back lights and also the panel lights by turning the two dimmers to full right. To my surprise this has little to no effect, the instruments remain dark and the panel too. Independent of what I'm trying, there seems to be no way to get the instruments and the panel brighter.

After a while, I try to change the time of day and set the slider to night time, while all above mentioned settings remain the same. Guess what happened, while the outside remains almost as dark as before? The instruments suddenly got a backlight and the panel lighting also became visible.

Is that the only way it works in the MSFS 2020? Instruments and panel lighting are only visible at night and not during the day, regardless of the outside brightness?

Would you be able to share some screenshots or a video of what you are describing? It's a little hard for me to diagnose lighting issues from a description only. Thank you!

Unfortunately I cannot reproduce it again. The day before yesterday I experienced the situation described above several times, but today it doesn't happen, or at least not to the extent described. Very confusing. I will try it again in the next few days and will get back here. Thanks.
