Insane Studders

So around early dusk I am getting a ton of microstudders whenever the low light of the sun is coming through the prop.
I only get this on the Caravan and the A36.
I am using DX12 and HDR I tried it with DX11 and HDR off and Im still getting.
Can you guys have a look?
