Is there a way to adjust the amount of parked planes?

When starting a flight at KLAS and KSAN, there are 737's parked in areas (not gates) that are supposed to be GA parking. The same was happening at KSAN. Is there a way to adjust or turn off jets that are parked in areas besides gates?

1. Change Wingspan Options to "Real World Values".
2. Lower Time Before Departure Value.
3. Omit "ramp" from atc_parking_types in aircraft.cfg files.
