Autopilot goes from VOR to ROLL when tracking VOR

The autopilot will quite often go in to ROLL mode when flying in VOR mode. Sometimes it happens every few seconds and sometimes less often. This occurs even when the signal from the VOR is very strong, say within 30 miles of the VOR, and the needle is completely centered on the HSI.
Is this expected behavior even when the VOR signal is completely stable? I understand this should happen when the signal is unstable but it seems strange to me that it happens with a stable signal.
