I don't believe that's true, but I can't swear to it.
Independent control of interior copilot and passenger visibility by the aircraft developer is not possible like it was in 2020. Neither is fine-tuning their scale, rotation, or dynamic positioning, so I am severely limited with what I can do in 2024. I also can't use the 2020 avatars with a 2024 aircraft, which was my original hope. With the only option being a 2024 copilot and passengers with their legs sticking through the panel, floor, and seats, I opted to disable these options while waiting for these basic features to be supported in 2024.

Is the Starship considered to be a "2024 aircraft"? I thought it was considered a 24 compatible 2020 aircraft, similar to the A2A Comanche or FSR500 or Milviz C310R, which all work with 2020 pilot/copilot avatars. In the case of the C310 and Comanche they also have managed to have 2020 passengers still display with no apparent issues. The A2A uses custom avatars but the C310 uses stock 2020 figures, the same ones you see walking around in airports.

Starship is compiled in 2024, and a fully native 2024 aircraft. There are features that it does not make use of in 2024, and it does not use the "modular aircraft file structure" (which has no advantages for my development pipeline, in my opinion), although this file structure might be what users are looking at to determine if something looks "new".
I don't know about those other aircraft, but if memory serves from when I was making these changes, it was impossible to compile a 2024 aircraft and use the 2020 avatars, because the simulator was hardcoded to run the 2020 compiled aircraft in some sort of "compatibility mode". As for passengers, there are no 2020 passenger models, so any passengers you see in those aircraft are custom models created by the developer, which is not something I have prioritized.

@Black-Square last Carenado Cessna 206 for MSFS24 use MSFS24 default passengers very well and working good. So maybe door isn’t closed for Starship in the same way.

Just a quick note: the mod doesn’t fix the issue of the copilot’s legs clipping through the panel, but it does a great job adding the other passengers, which really boosts immersion. I guess a bit of clipping on the copilot’s leg is a small price to pay for the overall immersion this mod provides.

@hangar_101 Indeed, it's not possible to fix that with the default character poses, unless Asobo gives us control over scaling and rotation again. I know that many of you see this as an acceptable compromise, but it's still a hard pill for me to swallow. I take great care to prevent any kind of unrealistic graphical clipping in my aircraft (like the tablet collision with the cockpit walls, which is programmed by hand), so it's very hard to endorse a copilot's knees through the instrument panel. This is also worse in some of my aircraft than others, yet it's a change that I would like to make across the fleet when I finally can.
