@derek Yep thanks all sorted. If anyone else gets this issue it can be resolved by downloading Microsoft WebView 2 and installing it.

Don't assume that London Underground signalling is the same as Network Rail, there are significant differences. If the signal in question is OA260 then it's a Draw Up signal that you need to approach slowly. Be below 5 mph about 2 car lengths before it and it should clear before you reach it. It would have been helpful if the manual listed the Draw Up and Approach Controlled signals.
