In the list on page 11 V-Speeds, I see Vne 266kts.
Above that list I see max/normal speeds 320/286ktas.
Why the higher airspeeds?

V-Speeds are given in indicated airspeed (KIAS), while cruise performance numbers are given in true airspeed (KTAS). For example, 200 KIAS at FL200 is around the stated 287 KTAS over the ground with no wind.
