Standard piston duke cruise performance

Cruising at 10 000 feet in ISA condition at 65% power the airspeed seems to be about 10 knots too slow if the MAP, RPM and FF are set according to the cruise performance in the manual. TAS should be 193 kts, but it's closer to 183. If I lean to best power instead of setting 65% power on the FF gauge I get the correct TAS, but the fuel flow is higher than it should be, 130PPH instead of 112PPH.
