magnetic compass and DG are significantly different

I am experiencing a different of almost 10 degrees without the AC active, no turning or accelerating, or any failures. Is this expected?
I computed a paper navlog and found I was needing to make signifcant corrections. I chalked this up to different winds aloft, but upon closer inspection I see this difference between the DG and compass.
Also, when I change the DG to be "FREE", and I change the alignment, the AP does not follow the heading bug. Is this expected?
