You don't have the engine running hard enough to drive the A/C compressor. Push the throttle on your left engine up to about 1300 rpm and you should see that compressor fan light up green and start spinning. What I do is get the engine that runs the compressor (left on the Baron - right on the Duke) up just enough to run the compressor and then use the other engine (and brakes) to adjust my taxi speed. If you lower the throttle on the engine with the compressor back down below 1300 rpm or so it will shut down again.
I believe you also need to open the pilot and/or copilot air valves in the Baron.
