I find that after selecting noise cancelling, the noise level goes down as expected, but then increases (to what sounds like about half way back to full level) a few seconds later. Any idea what factor(s) may contribute to this effect? MSFS 2024.
I have not implemented any controls related to sound.

Check and see if this setting is checked on or off in the sound options. This will dynamically adjust sound to maintain a mean loudness, and should be turned off in my opinion to give a better dynamic range:
