Using MSFS controls settings, power levels will not come back to idle. Lowest power level is 15 inches of MP. If I use FSUIPC, works OK.
What might I be doing wrong with MSFS controls?

MSFS default controls have 2 axes to choose from - one is 0-100% and the other just throttle axis. Suggest swapping to the other and seeing what happens?
