TMS setting at Cruise

Hi there,
Is it normal that I am having to keep my throttles below TGT 600 (the minimum the TMS allows) in order to maintain Mach .7 and not overspeed in cruise?
Varies with weight and winds of course, currently sitting at FL300 in a 30 knot headwind inbound Stansted, fully loaded crusing at TGT 590 to maintain Mach .70.
Probably normal just seems strange you can't go any lower on the TGT mode in the TMS, and my throttle can spike which can be annoying.

The engine TGT will vary with outside air temperature. When flying at high altitudes in the winter, the outside air temperature will be lower than it is in the summer, and therefore the engine TGT will also be lower. Add in additional factors such as a strong tailwind that requires the use of lower engine thrust (and thus a lower engine TGT), then it is possible to see the engine TGT stabilise below 600℃ at Mach 0.7 which is below the TMS TGT mode's lower limit.
If a TGT of less than 600℃ is required during the cruise, you can use TMS SYNC mode to manually adjust the throttles to the desired position, and the TMS will then keep engines all in sync with each other.
