EFB total pax count

Could someone please clarify what the total pax count means? Is it SLF or SLF + crew?

I loaded an OFP with 44 pax into the -1000 and that translated to 48 total in the EFB.

The spec for F28-1000 says it carries 65 pax and the EFB will not allow over that - this means that actually, the max paying pax would be 61 assuming +4 are always added.

Would just like to understand how this works.
