TMS Issues. Can anyone advise ?

The green arrows are pointing up... suggesting the throttles should be increased.
But the N1 is exactly as the amount displayed on the TMS screen.
The manual says the N1 should match tge amount displayed depending on Mode selected.
But it doesn't appear to be working properly.

Not entirely sure if this is what you are referring to, but I have seen the arrows pointing up even though I am at full throttle. This happens near the service ceiling.
I think it's just the engines are not capable of supplying the power requested. -

I'm getting confused between N1 and Temp target under MCT mode. The display has 3 numbers but there's a decimal point ... for N1 ... no decimal point and it's temp.
What a thicko 😁
