Toe brakes don't work when releasing parking brake

Turbo III that I noticed on but didn't try the IV. I held down the toe brakes on my pedals and released the parking brake to find myself quickly ascending the hill in front of the parking spot! I can hear the brakes activate when I push them in but they just release after the parking brake is off. I have to bring quickly release p-brake and then depress toe brakes OR throttle down to idle to get a bit more time between. Anyone else experience this?
