No Flying Control Input

I have just installed the Vulcan B2 on P3Dv4. I can assign the throttles in FSUIPC5. I have similarly assigned the ailerons, elevators and rudder pedals, but none are working even after setting the panel state to runway ready. The User Manual mentions various busbars I can not find the correct settings. What am I doing wrong?

Check on the left side panel - the Powered Flying Control Units need to be on - if the row of buttons are lit, they are off. There are three buttons to the aft end of them which set them working.
