VOR/DME Panel not usable

Hi,
I have a problem: neither the frequency nor the direction can be adjusted on the panel. This is the case with both the 70 and 100 models. The aircraft is ready for takeoff and irs is alignt.
Did I forget something, or why can't I set a vor?
