VNAV not following altitude restrictions below 10k

I got an issue on every flight where VNAV doesn't try to catch up with the altitude constraits below 10k feet.
I set the des forecast winds, weights, make sure to follow the speeds and use airbrake accordingly, however the plane always ends up being 2-3000 feet above the path. -
