Idle throttle results in 47% N1

Hello.
No matter how I assign the throttle axis (in sim, or FSUIPC, axis, axis 0-100, FSUIPC calibration etc.) at idle, it always ends up at 47-48% N1, not the actual idle.
This is NOT the flight/ground idle issue, this happens on ground. The throttle lever does not return to idle.
On pressing F1, it returns to idle and stays there until moved on controller. -
If the throttles are moving through their entire range with the keyboard control assignments, but not the throttle axis, it typically points towards a control assignment conflict or a sensitivity curve issue on the hardware.
I personally only use the MSFS control assignments, so those are the only ones I can speak of; however, which THROTTLE AXIS control assignments do you currently have assigned?
I would personally recommend assigning the THROTTLE 1 AXIS, THROTTLE 2 AXIS, THROTTLE 3 AXIS, and THROTTLE 4 AXIS control assignments to each throttle if you have four throttle levers, or the THROTTLE AXIS control assignment if you only have a single throttle lever.
By default, some throttle quadrants may be using the "THROTTLE X AXIS (0 to 100%)" control assignments (where X is the engine number), which can be troublesome, as I believe the 0% position with a linear sensitivity curve will equate to the 50% throttle position.
