This isn't something I am seeing on my end, but do you perhaps have any other products installed that change the visual effects in the simulator (such as SimFX)?
An easy way to test if the issue is being caused by a conflict with another product/mod will be to rename your Community folder to something like "Community.old", create a new community folder with just the F28 installed, and then launch the simulator to test it. If the smoke appears as normal with only the F28 in the Community folder, then that would point towards it being a conflict.
