Autopilot ground check

Hello,
Is it normal for the Flight Directors to be required to be on in order for the autopilot to engage?
The autopilot check performed during Flight Deck Safety in the FCOM doesn't mention that you need to do that, yet in the JF RJ you need switch on the FDs in order for the autopilot to engage.
Also, the red AP flight annunciator doesn't illuminate during this test in the JF RJ when you push the A/P DISC buttons on the yokes, which according to the FCOM is supposed to happen.From the FCOM:
