XBOX: Engine start.

I noticed something strange during engine start-up.
The manual says:
*“At 15-20% HP RPM, select the HP FUEL VALVE lever to START.
Monitor the oil pressure and TGT rising. Once TGT reaches 400°C or 50% HP RPM is obtained, select the HP FUEL VALVE lever to OPEN.”*
I forgot to select the HP FUEL VALVE to OPEN, but the engine started normally anyway.
Is this expected behavior or a bug?

Yes, this is expected behaviour in the F28. The main difference between the START and OPEN HP fuel valve positions is the START position adds supplemental fuel flow to the engines to assist with starting. Therefore, the engine can run with the HP fuel valves in the START position, but it isn't recommended due to the increased fuel flow.
Below is the text from page 68 of the F28 Professional Operations Manual which covers these positions:
SHUT: The HP fuel valves are closed and no fuel can be supplied to the engines. This position is used when the engines are being shut down or when they are already shut down.
START: Supplementary fuel flow is added to the main fuel flow. This position is used during engine starting.
OPEN: The supplementary flow ceases. This position is used for normal flight conditions.Hope that helps.
