ILS occasionally not coming active

I just flew into EDDL and had ILS23L preset as 110.95 on the ILS. I switched from TACAN to ILS around 30 miles out by when I could actually see the runways. Neither the distance nor GS flags cleared despite multiple resets on the radios and TACAN/ILS selector. I included my previous "fix" of dropping digits and resetting but to no avail.
When I was actually on the ground, I saw the distance gate had cleared and showed 000 correctly, GS was correctly inactive still.
I have seen this before but unfortunately haven't yet found a definitive recreation pattern.
If this happens again, I will take a video while it's going on and update this thread with a link to it. I'll show all cockpit settings so you can advise if I've got something set incorrectly.
