Arrow IV altimeter

On the altimeter just above the 5 there is a box with black and white stripes
what is it for i am sure i have seen it turn all white but i could be wrong
The FAA Pilot's Handbook of Aeronautical Knowledge (PHAK) contains this explanation...
"A crosshatched area appears on some altimeters when displaying an altitude below 10,000 feet MSL."
