If any lost soul find this post and has the same problem, here my solution to this:
Instruction
1.Go to %LOCALAPPDATA%\Packages\Microsoft.FlightSimulator_8wekyb3d8bbwe\LocalCache\Packages\Community\justflight-aircraft-pa28-turboarrow\SimObjects\Airplanes\JF_PA28_TurboArrow_III
2. Find the flight_model.cfg
3. Make a backup copy - just in case
4. Open the flight_model.cfg and modify it like in the attached picture.

5. Save the file and restart MSFS 2020
Why I did this
As described I felt the trim tab was way to dominant and the elevator to weak - making slow flight without trimming not possible, but I guess you should also be able to do slow flight without trimming just by adjustment to the elevator (trim is a secondary control surface to me and should just assist).
What this change does
This basically swaps the effect on lift between the trim tab an the elevator, giving the elevator the lifting force it should have while lowering down the effect of trim to really just have an assisting (trimming) effect.
