Cabin and Instrument Lights?

I can't get the interior/instrument lights to go on. Hovering the mouse over the controls just shows arrows going to the left and right. Usually there's and arrow going one way or the other, and mouse clicking there activates the control . I'm pretty new at this so probably missing something obvious.
