Black Square Beechcraft King Air 350i percent torque at FL 230?

Flying at FL230 the maximum achievable percent torque is 80%. Is this normal? My props are at 1600 rpm. Turbine%RPM is 90. Fuel Flow 400. Power levers are full forward.
