Velocity XL engine quitting passing FL230

Greetings,
I was testing the turbocharger on the velocity with the engine rated at 350hp and noticed that the engine starts losing oil pressure then finally quitting after 23 something thousand feet. What could be the cause of it? is the fuel freezing? or is it a limitation that I am not aware of?
